Most of Hiratsuka's work is done by the intaglio printmaking process. This involves etching, drypoint, aquatint, softground and roulette on the copper plate. He uses a four-color printing process on Japanese paper. As in the French use of the technique of Chine Colle, Hiratsuka applies glue to the back of the completed work and passes it through the press with heavier rag paper beneath.

Textiles have always fascinated me. Vintage cloth, torn, tattered and threadbare, quilts, old cloths, coverlets; these cloths each tell their own story. They suggest dreams: dreams of their maker and of their wearer. These cloths are personal, provocative. I approach the making of a tapestry in the same way. These pieces are contemporary renditions in the classic tradition of botanical illustration, which communicates, in an artful manner, as much information as possible about a given plant. They celebrate overlooked, undervalued, or threatened Northwest native wildflower species in the hope of increasing awareness and appreciation. Each of the plants portrayed has a special link with the human history of the region.
